SCOTT ROAD EXTENSION

Project Details

Existing Conditions:
The existing footprint of the proposed project is undeveloped. The topography is generally flat, small to medium growth trees located on the western end of the project. A drainage feature exists within the project limits that begins near SR 44 and extends in a southerly direction to Riverside Drive.

Proposed Improvements:
The Scott Road Extension Project is being proposed to provide traffic congestion relief and traffic safety improvements. The proposed improvements will generally consist of extending Scott Rd from SR 44 to Riverside Drive. The roadway section is proposed to be 2 lanes with turn lanes at SR 44. A detention pond is proposed to manage the stormwater runoff from the proposed improvements.

Fee simple right-of-way acquisition is anticipated for roadway and drainage construction purposes. Temporary construction easements are also anticipated.

Minor utility impacts are anticipated. Impacts may include cable, gas, water and sewer and power.
The County will be required to obtain an encroachment permit from the Georgia Department of Transportation for improvements within SR 44. The county plans submitted to GDOT will include a traffic signal. The GDOT will review the signal warrant analysis submitted by the county and determine if a signal is warranted.

The county is also reviewing the potential for placing “Right-In Right-Out” concrete islands at the intersections of Clack Circle and Thunder Road with SR 44. These operational improvements will re-direct traffic to the Scott Rd Extension at SR 44 which will improve traffic safety and increase the potential for satisfying traffic signal warrants.

Project Funding:
The project is 100% funded by the Putnam County 2017 Transportation Special Purpose Local Option Sales Tax (TSPLOST) program.

Project Permitting:
Permitting and plan approval will be performed by the Georgia Department of Transportation (GDOT) where the Scott Road Extension encroaches within state right-of-way at SR 44.

Project Schedule & Next Steps:
Conceptual plans were forwarded to the GDOT for review in May 2019. Additional design plan submittals to the state will occur over the next 6-9 months.

The county anticipates negotiating for land acquisition in the fall of 2019. Construction is anticipated to commence in early 2020 with project completion in late 2020.

Project Roles and Responsibilities:
Putnam County is responsible for funding 100% of the design, right-of-way and easement acquisition, construction improvements and project construction oversight.
